Congress's wide support to Morocco, historic initiative, former US Ambassador

The call of the majority of the American Congress members on President Barack Obama to support the Moroccan autonomy proposal represents a fantastic and historic day in the US Congressional foreign policy initiatives, former American Ambassador to Morocco, Michael Ussery (1988-1992) said,This importance is shown in substance and in overwhelming support of the letter addressed to the American President to urge him to back the autonomy initiative submitted in 2007 to the United Nations Secretary General (UNSG) for the final settlement of the Sahara issue, Ussery told MAP.


"To my knowledge, it is only the first or the second time a Congressional resolution has received a majority of signatures," he said.


The letter reflects a "deep commitment" to the Moroccan's position on the Sahara, which remains, he said, "the only hope for a real resolution and solution in today's global politics."


Ussery also reaffirmed "the strong bipartisan friendship of Congress with Morocco."


"In American politics, it is very unusual that a letter gets the signatures of the majority within the US Congress," said, for his part, Chief Executive Officer of the Moroccan American Center for Policy (MACP), Robert Holley who recalled that the majority stands at 218.


The letter, which has obtained almost the majority of the Democratic and the Republican leaderships, comes at a decisive moment as to the future of the process of the Sahara issue settlement, Holley said.


He stressed that the letter takes place following another important event, namely the presentation in the American federal capital of the report "Why the Maghreb counts" drawn up by the Potomac Institute for Policy Studies and the Johns Hopkins University to the Obama administration.


The document underlined that the Maghreb regional integration cannot be achieved without the settlement of the Sahara issue, taking into account the Moroccan proposal to grant broad autonomy, under Morocco's sovereignty, to this region, he said, recalling the American stance which deems this initiative as "the only realistic solution."


230 representatives in the US Congress expressed, in a letter published Thursday in Washington, their support to the Moroccan autonomy initiative, calling on the President Barack Obama to strongly back Morocco’s proposal.


A similar move was made in 2007 when 173 congressmen have voiced, in a letter to former President George W. Bush, their support to the Moroccan proposal, described as “innovative”, “realistic” and “promising”. 


This new initiative, described as serious and credible by the Security Council (SC) and hailed by the international community, is sponsored, as in 2007, by a large number of deputies belonging to the two major parties within the House of representatives: the Democratic and the Republican.


The letter’s signatories considered that the support of a country that has a worldwide influence reinforces the credibility of the autonomy proposal, which represents the “only viable solution.”
